UAE Employer Accreditation for Filipino Recruitment
Philippines-based, DMW-licensed recruitment agency serving employers since 1990.
UAE employer accreditation for Filipino recruitment begins with identifying the employer, worksite and recruitment route. Use this guide to prepare the right questions about MWO/DMW documents, UAE permits, professional licensing, costs and deployment dependencies.
Confirm the employer entity, actual worksite, mainland or free-zone permit authority, occupation and recruitment route. These details determine the checklist; a generic UAE list is not sufficient for every case.
UAE employer accreditation for Philippine recruitment
For agency-based recruitment, the employer and Philippine recruitment agency coordinate the applicable MWO verification and DMW registration requirements before dependent deployment steps. Full recruitment and processing employer-selected workers differ in sourcing scope, not in whether applicable employment protections and approvals matter.
Use MWO Dubai for Dubai and the Northern Emirates and MWO Abu Dhabi for its jurisdiction, including Al Ain. Confirm the correct office when the contracting entity, sponsor and actual worksite differ. A mainland MOHRE permit route and a free-zone authority’s employment route also require separate checks.
Prepare an employer document file
- Valid company trade or business license and the employer’s identifying details.
- Recruitment agreement with the Philippine agency, with clearly assigned responsibilities.
- Job order or manpower request showing occupations, quantities and proposed compensation.
- Master or individual employment contract as required for the case.
- Employer undertaking and contingency/evacuation arrangements required by the responsible office.
- Proof of authorized signatory or representative and any permit, quota or worker-specific evidence requested for the route.
This is a preparation guide, not a substitute for the responsible MWO’s current checklist. MWO Dubai publishes additional end-client requirements for labor/manpower suppliers and cleaning companies assigning workers to clients: a service agreement, client manpower request and client trade license. Confirm the Abu Dhabi checklist directly for an Abu Dhabi case.
Existing accreditation and additional job orders
An existing employer relationship does not automatically cover new roles, numbers or a changed worksite. MWO Dubai’s additional-job-order guidance distinguishes files with issued visas from those relying on available quota and requests the latest approved job order, company license, deployment information and contingency planning. Confirm the validity and remaining scope of the existing accreditation before treating the requirement as an additional order.
Who does what?
- Employer: confirm lawful business activity, worksite, employment terms, UAE permits, required benefits and an authorized representative.
- ABD: assess the Philippine recruitment/processing scope, coordinate the employer and worker documentation it accepts, and identify dependencies.
- Selected worker: provide genuine qualifications and employment documents through the agreed secure process and complete applicable assessments.
- Authorities: evaluate applications and issue or refuse approvals. Neither an agency nor a commercial quotation can guarantee the decision.
Healthcare and homecare nursing: match the regulator to the facility
Identify the facility’s licensing authority and permitted service before assessing nurses. The UAE’s Unified Healthcare Professional Qualification Requirements provide a common qualification framework, but applications are assessed by the competent authority within its jurisdiction. DOH covers Abu Dhabi; DHA operates Dubai’s Sheryan registration and licensing services; MOHAP, SHA or another competent regulator may apply to a different facility.
Plan for the relevant qualification and professional-registration evidence, primary-source verification and assessments where required. Requirements depend on the professional title, training, experience and practice history; do not apply one blanket experience threshold to every nurse.
DHA separates professional registration from activation of the professional license by a hiring facility. Its activation service requires an active facility with the relevant service, active professional registration and other prerequisites. A professional may practice after the license is issued. Homecare employers must confirm both the clinical role and the facility’s permitted service. Domestic caregivers and registered nurses should not be processed as the same occupation.
Budget without confusing service fees and total employment cost
Request an itemized scope covering agency services, government processing, professional licensing when applicable, document verification, medical requirements and travel. Separately confirm salary, accommodation, transport, insurance and other employment benefits. Identify which party pays each item under applicable rules and the agreed contract; do not assume costs may be shifted to workers.
Changes in headcount, occupation, worksite or licensing readiness can change the quotation. Published authority fees and service times describe a particular transaction, not the whole recruitment or deployment project.
Build a dependency-based timeline
Start with employer-file readiness and route confirmation. Then coordinate the recruitment or selected-worker review, medical and documentary preparation, UAE permits, Philippine clearance and travel. Some tasks can overlap when permitted, while others depend on prior approval. Ask ABD to identify the remaining gates and document validity periods before confirming a mobilization plan.
Direct hire and workers already in the UAE
Direct/name hire is a legally distinct route subject to the relevant exemptions and approvals. Employer selection does not create an automatic exemption. A worker already employed in the UAE may also have a different contract-verification or returning-worker case from a new recruitment from the Philippines. Describe the actual circumstances before choosing a process.
Employer questions
Does processing-only remove the employer file?
No. Applicable accreditation, job-order and contract requirements remain subject to the chosen route.
Can we use a Dubai checklist in Abu Dhabi?
Use the responsible office’s current requirements. This guide identifies the distinction so you can request the correct file review.
