Filipino Construction Workers for Singapore Employers
Philippines-based recruitment and deployment coordination for employers and agency partners. Established in 1990.
Filipino construction recruitment in Singapore requires a trade-specific brief and an eligible employer arrangement. ABD works with contractors and legitimate agency partners to assess the requirement, coordinate candidate screening and establish the Philippine documentation and deployment steps.
Filipino construction recruitment in Singapore: specify the trade
Describe the actual work rather than requesting an undefined pool of general manpower. Your requirement may involve carpentry, steel fixing, welding or other project trades, but each role must be reviewed against the employer’s sector, the proposed pass and the required competency evidence.
Provide the project type, worksite, tools, materials, drawings and expected tasks. Identify whether you need workers who can perform a particular trade independently or candidates who require additional training. Do not label workers as certified or higher-skilled without the corresponding recognized evidence.
Review Singapore construction-sector requirements
Construction has its own MOM source-country, quota, levy and skills framework. It should not be assessed using the manufacturing and services NTS occupation list as a substitute. The employer needs to establish its eligibility and the appropriate worker category before recruitment commitments are made.
MOM identifies BCA Contractors Registration System registration as a requirement for companies applying for or renewing construction Work Permits and S Passes. Applicable safety-course and settling-in requirements also need to be planned. The employer or its authorized Singapore representative should confirm the current requirements for the proposed workers.
Build screening around the site’s requirements
- Trade and task list, including the equipment, materials and drawings involved.
- Required qualifications, trade-test evidence and relevant project experience.
- Safety expectations, work-at-height exposure where relevant and communication requirements.
- Shift pattern, working hours, supervision and reporting arrangements.
- Practical assessment method and who makes the hiring decision.
ABD can coordinate screening and employer interviews against the accepted brief. If a recognized test or course is needed, specify the actual requirement and responsible party. An internal interview or demonstration is not represented as a government-recognized qualification.
Make the employment terms workable and consistent
Specify the monthly salary, fixed allowances, overtime arrangements, rest days, accommodation, transport and contract duration. Explain the intended reporting location and who is the legal employer. These details should remain consistent across the job requirement, contract and work-pass documentation.
A project schedule may change, but workers’ employment and pass conditions still apply. If the arrangement involves a subcontractor, principal contractor or multiple sites, describe that structure before recruitment. Avoid promising unrestricted labour supply or transfers between companies.
Recruitment and deployment coordination
The engagement begins with requirement and employer-document assessment. Once the route is established, ABD coordinates sourcing and screening, the employer selects candidates, and the required medical and documentary work proceeds. Travel is coordinated after the applicable approvals and departure readiness are confirmed.
A contractor with a selected shortlist should use Processing for selected workers. Explain whether the workers are in the Philippines or elsewhere, what competency evidence exists and whether Singapore approvals have been obtained. We assess completed work rather than assuming every case begins at sourcing.
The principal’s accreditation and job-order position should be reviewed through Employer accreditation guide. The Singapore employer remains responsible for its local employment and work-pass obligations.
Information needed for a construction quotation
- Contractor’s legal name, Singapore registration details and project description.
- Exact trades, headcount per trade and worksite requirements.
- Monthly employment package, duration and intended mobilization stages.
- Required tests, certificates, site induction and safety-course arrangements.
- Recruitment or processing-only requirement, accreditation status and pass position.
A staged mobilization can be discussed, but no batch is promised before candidate and document readiness is assessed. Any timetable should distinguish the employer’s preferred start from the dependencies controlled by authorities, assessment providers and individual workers.
Employer questions
Can ABD guarantee a worker’s Singapore skills classification?
No. Recognized evidence and the applicable Singapore criteria determine classification. Screening results should not be substituted for official recognition.
Can workers be supplied to any construction site?
The legal employer, permitted work and worksite arrangements need review. This page does not promise unrestricted cross-company deployment.
Can we combine recruitment and processing-only?
Yes, submit the selected candidates and unfilled trades as separate parts of the requirement for assessment.
