Filipino Worker Processing for Singapore Employers

Philippines-based recruitment and deployment coordination for employers and agency partners. Established in 1990.

ABD Overseas Manpower Corporation · DMW-360-LB-05242024-R

Filipino worker processing for Singapore is for employers and legitimate agency partners who already have selected candidates and need help establishing the Philippine recruitment and deployment steps. ABD reviews the employer’s documents, the proposed employment and each candidate’s circumstances before accepting a processing scope.

Already selected your workers?

Tell us the company, job titles, number of selected workers, their current country and the status of your Singapore work-pass and Philippine employer documents. You do not need to begin another candidate search to request a processing assessment.

What Filipino worker processing for Singapore can include

  • Review of employer and job-order documentation against the applicable Philippine route.
  • Coordination of worker records, employment terms and documentary corrections.
  • Medical and pre-departure coordination where required for the approved route.
  • Coordination of the applicable DMW departure documentation and deployment arrangements.

The agreed scope depends on the case. ABD does not issue a Singapore work pass, guarantee an exemption from Philippine recruitment rules or treat an approved offer as permission to travel. Any sourcing, additional screening or replacement recruitment is discussed separately rather than assumed to be included.

Four questions that determine the processing route

  • Who is the legal employer? Identify the company signing the contract, the actual worksite and any Singapore agency involved.
  • Where are the candidates? Workers in the Philippines, workers already in Singapore and returning workers may have different requirements.
  • What is the existing employer relationship? Disclose current or previous Philippine-agency accreditation and any approved job order.
  • What has Singapore approved? Identify the proposed pass type and whether an IPA exists; do not send identity documents in the first enquiry.

An existing relationship with another Philippine recruitment agency needs review. A processing request does not automatically transfer an employer’s accreditation, cancel a prior agreement or authorize a different agency to deploy workers. Explain that relationship at the start so the appropriate next step can be identified.

Selected workers and legal direct hiring are different

An employer may describe a personally selected candidate as a “direct hire.” That commercial description does not establish eligibility for a Philippine direct-hiring exemption. MWO Singapore publishes a separate exemption process with employer, worker and documentation conditions.

ABD first determines whether the case belongs in an agency recruitment route or needs assessment under an exemption procedure. Do not assume a small headcount, an S Pass application or an existing IPA removes the need for that assessment. See Employer accreditation guide for the distinction between employer accreditation and work-pass approval.

Prepare a business brief before sending worker files

  • Company name, UEN, business activity and authorized contact.
  • Job title, actual duties, headcount, worksite and employment duration.
  • Monthly basic salary, fixed allowances, benefits, working hours and accommodation arrangements.
  • Candidate-selection status, current country and proposed pass category.
  • Status of principal accreditation, job order, employment contract and Singapore IPA.

At the next stage, ABD identifies the documents and secure handling arrangements needed for the accepted service. Avoid emailing passports, medical records or other sensitive worker information before the receiving team confirms what is required.

How the processing engagement proceeds

  1. Send the initial business and candidate-status brief.
  2. Review the permissible route and outstanding documents with ABD.
  3. Agree the service scope, responsibilities, quotation and payment stages.
  4. Complete employer and worker documentation, including required corrections.
  5. Confirm approvals and departure readiness before final travel coordination.

The employer or authorized Singapore representative remains responsible for the Singapore-side filings assigned to it. In accreditation transactions, the principal must comply with MWO’s rules on who may submit or attend. ABD coordinates the Philippine side within its accepted role.

Processing fees and deployment timing

A quotation should identify ABD’s service fee, official charges and any separately arranged medical, document or travel expenses. Ask which costs are included, who pays each item and what happens if a candidate cannot proceed. There is no universal processing-only price or guaranteed arrival date on this page.

The main scheduling variables are employer-document readiness, authority review, work-pass status, medical and worker records, and any required corrections. A complete shortlist may reduce recruitment work, but it does not eliminate these dependencies.

Employer questions

Can we use this service for one worker?
Submit the requirement for assessment. The appropriate legal route and service acceptance depend on the case; headcount alone does not decide eligibility.

Is this simply an OEC service?
No. The applicable departure document is one part of a wider review. The underlying employer, contract, recruitment route and worker requirements must be in order.

What if we also need additional candidates?
Identify the selected workers and unfilled roles separately. ABD can scope processing and recruitment as distinct parts of the requirement.
