Philippines-based recruitment and deployment coordination for employers and agency partners. Established in 1990.

ABD Overseas Manpower Corporation · DMW-360-LB-05242024-R

A Philippines recruitment partner for Singapore agencies should make the employer relationship, candidate-selection process and deployment responsibilities clear. ABD Overseas Manpower Corporation works from the Philippines to assess recruitment and processing requirements with legitimate Singapore agency partners.

Two ways to work together

Candidate sourcing: your agency brings a defined employer requirement and ABD coordinates Philippine recruitment against the agreed brief.

Selected-worker processing: your agency or employer has candidates and needs an assessment of Philippine documentation and deployment coordination.

Choosing a Philippines recruitment partner for Singapore agencies

A workable partnership starts with a specific employer need. Share your agency’s legal name, Singapore licence details where applicable, the client’s business sector and the proposed occupations. Clarify whether you represent the employer, source candidates, administer work-pass applications or provide another defined service.

ABD does not describe your client as its own verified deployment success simply because an enquiry has been received. Any use of names, logos or placement results must be supported and permitted. The initial discussion should establish the parties and responsibilities before marketing or candidate commitments are made.

Agree the work before recruitment begins

  • Employer assessment: identify the actual legal employer, worksite, occupation and pass route.
  • Sourcing brief: set objective experience, skill, qualification and communication requirements.
  • Selection: agree how candidates are presented, interviewed and accepted by the employer.
  • Documentation: allocate preparation, signatures, submissions and correction handling.
  • Commercial terms: record fees, payment stages, inclusions, cancellation terms and any agreed replacement conditions.

A partnership proposal is not an appointment or exclusive territory agreement. Exclusivity, minimum orders, recruitment capacity and service levels require a separate written agreement. Do not promise workers to an end client before the recruitment route and delivery assumptions have been reviewed.

Singapore and Philippine responsibilities

The Singapore agency must act within its licence and appointment, and the employer retains its legal obligations. ABD undertakes the accepted Philippine recruitment and processing activities under its Philippine licence. ABD’s licence should not be presented as authorization to operate a Singapore employment agency.

The MWO transaction must reflect the recognized principal or foreign recruitment agency arrangement. Where the official process requires the principal’s own authorized personnel, a commercial partnership does not permit an outside representative to replace them. Review Employer accreditation guide before assigning submission responsibilities.

Recruitment, processing or a combined requirement

For a sourcing engagement, distinguish essential skills from preferences and identify the assessment method. A clear brief helps avoid presenting candidates whose experience does not match the worksite. Employers should review the shortlist and make the final hiring decision.

For a processing engagement, explain where the workers are located, how they were selected and whether another Philippine agency is already involved. ABD assesses the existing records before accepting the work. See processing for employer-selected workers.

If the requirement includes both selected candidates and unfilled positions, separate the two groups. This allows the recruitment scope, processing readiness and quotation to be assessed without treating every worker as being at the same stage.

Start with a defined sector requirement

Discuss F&B, construction or manufacturing needs using the actual job duties and employer details. Sector-specific pass and occupation rules apply. A broad request for “general manpower” is not enough to establish that the proposed role is recruitable.

What to include in a partnership enquiry

  • Agency legal name, website, business contact and applicable Singapore licence reference.
  • Your role in the employer relationship and the client’s sector.
  • Roles, headcount, monthly salary, benefits, worksite and target start period.
  • Whether sourcing, processing or both are required.
  • Employer-accreditation and work-pass position, including existing Philippine-agency relationships.

Use a business summary initially. Candidate records should be shared only after responsibilities, consent and appropriate handling arrangements are established. Do not include passport or medical files in an introductory contact-form message.

Employer questions

Can ABD process candidates sourced by our agency?
Submit the case for review. Acceptance depends on the employer relationship, applicable route, documents and candidates’ circumstances.

Do you offer an automatic exclusive partnership?
No exclusivity is promised on this page. Any such arrangement requires assessment and a separate written agreement.

Can we discuss a live employer order first?
Yes. A defined requirement gives both teams a practical basis for assessing scope, feasibility and commercial terms.
